Ancient rules require that the Rosicrucian order regularly be reformed according to certain cycles. A lesser reformation is required every ten years and a general reformation every one hundred eleven years. The last general reformation occurred in 1888, with the founding of the Hermetic Order of the Golden Dawn as well as of two Rosicrucian orders in France. Prior to this came the general reformation of the Gold und Rosenkreutz order in Germany in 1777. Previous such reformations had occurred earlier in 1666, etc.

Therefore, the Temples of the Hermetic Order of the Golden Dawn and the College of the Adepti of the RR+AC, under the jurisdiction of the Rosicrucian Order of Alpha+Omega (A+O)®, do hereby and herewith proclaim the General Reformation of 1999.

Indeed, a reformation of the order is gravely needed at this juncture. Publication of secret order material by Aleister Crowley, in violation of his oaths of secrecy, has created an absurd situation within the Hermetic Order of the Golden Dawn and the RR+AC. Crowley's deliberate treason has created the absurd situation of a "secret" order whose material has largely been published.

To remedy this situation, the College of the Adepti of the RR+AC under the jurisdiction of the Rosicrucian Order of Alpha+Omega has decided, effective immediately, to move all published RR+AC material to the outer order. All Temples of the Hermetic Order of the Golden Dawn in the outer within the Rosicrucian Order of Alpha+Omega shall henceforth have a curriculum primarily magical/operative in nature rather than theoretical/intellectual. All magical systems that have been revealed through publication shall henceforth be practiced primarily in the outer order (the Hermetic Order of the Golden Dawn).

At this occasion of the proclamation of the Reformatio Fraternitatis of 1999, the time has come to reveal that the College of the Adepti of the RR+AC under the jurisdiction of the Rosicrucian Order of Alpha+Omega, presently possesses not only the esoteric material of the RR+AC, most of which has been revealed through publication, but a vast additional corpus of secret, earlier, Rosicrucian esoteric transmissions as well. The exact origin and content of this material must remain a secret of the RR+AC at this juncture, as the curriculum of the reformed RR+AC being prepared directly from these earlier Rosicrucian sources. It may be revealed, however, that this curriculum consists of substantial, unpublished systems of theurgy (magic) as well as theoretical, laboratory, and inner alchemy. This material derives primarily from Rosicrucian sources predating both the RR+AC and the S.R.I.A. Contrary to popular misunderstanding, the Rosicrucian tradition did not originate with the S.R.I.A. in England nor did the Rosicrucian magical tradition originate with the Golden Dawn.

Far too long has the ridiculous situation existed in many Golden Dawn temples whereby candidates have been required to swear an oath of secrecy regarding well-known and published material. This has led to even more absurd situations in Golden Dawn temples and orders outside of the A+O where temple or order leaders are known to refuse to answer even simple questions regarding well-known and published material, claiming that such things are secrets of their inner order! Some temples still go so far as to require Golden Dawn initiates to practice only the Lesser Banishing Ritual of the Pentagram and the Middle Pillar Ritual while in the outer order, pretending that the published RR+AC material remains the secret of their inner order! Such nonsensical situations all too frequently arise because such temples and orders, in reality, have little else to offer initiates except the well-known, published RR+AC material.

The member temples of the Rosicrucian Order of Alpha+Omega will have nothing to do with such hypocrisy. In attestation of this fact, we publicly declare the Reformatio Fraternitatis of 1999, and that we have moved all published RR+AC theurgical material to our outer order, the Hermetic Order of the Golden Dawn. Within the Alpha+Omega, the reformed RR+AC once again constitutes a truly SECRET inner college, with a substantial, SECRET, magical and alchemical curriculum being prepared. As of this proclamation our outer order, the Hermetic Order of the Golden Dawn shall henceforth have a magical, theurgical, and operative curriculum involving all aspects of the published RR+AC theurgical material. This curriculum shall provide initiates with a solid foundation of daily magical practice already while in the outer order, in preparation for the more advanced, secret curriculum of the RR+AC.
